Acquisition Specialist - Contract Specialist

Veratech has a client with an opening for an Acquisition Specialist. This is a full time permanent position in Ft. Meade, MD.

What You Will Do:
Serves as a Government Contractor, assisting the Task Manager in serving as acquisition specialist to the program office team throughout the life of the project, supporting acquisition program teams, assisting in drafting acquisition plans/strategy for acquisitions.
Document acquisition plans/strategy and maintain contractual documents over the life of the project, Ensures acquisition packages include an Independent Government Cost Estimate (IGCE), Performance Work Statement (PWS), Statement of Work (SOW), Market Research and appropriate funding document, ensures that documents required by government ethics and procurement integrity (confidentiality agreements and non-disclosure statements), as well as evaluation panel appointing letters are signed and retained, as applicable, Participates in acquisition strategy planning meetings.
Researches and develops recommendations for use of contract vehicle, contracting agency, procurement sources, and competition requirements, identify and monitor cost goals, including life-cycle costs, performs design-to-cost, and application of should-cost analyses, and advised on trade-offs and risks.
Provides strategies for implementing performance base contracting and acquisition streamlining, facilitate the completion of sole-source justification letters for sole-source procurement actions, solicitation / Procurement Support, reviews new requirements to determine how they will be processed (modify existing contract/delivery order or new effort) and make recommendation to the Contracting Officer Representative (COR) or Government official.
Draft Request for Proposal (RFP), Request for Quotation (RFQ) and occasionally Invitation for Bid (IFB) packages,
Provide support necessary to assist COR or Government Lead with oversight and controls to keep the suppliers performance in compliance with the required contractual standards, tracking and monitoring the performance of the suppliers and the progress made on delivery/task orders or contracts, ensuring the appropriate cost reports are submitted to the COR or Government Lead as required, provided support necessary to monitor and advise of contract financial condition.
Provide cost estimating related support and services.
Assist customers with developing procurement solutions through the use of mathematical, statistical, and operations research techniques.
Asisst in the development of complex cost studies, prepare related documentation, and assist with analysis for systems and programs.
Assist with preparing cost estimates.
Understand and assist in performing risk analyses.
Prepare reports, presentations and spreadsheets.
Organize and normalize cost data.
Support cost research and issue paper development.
Assist with database architecture plans.
Assist with database architecture development.
Provide effective verbal and written correspondence.
Be able to effectively work in a team environment.
Top Secret Clearance Required
Must have completed all requirements for a Bachelor' s degree from an accredited educational institution authorized to grant baccalaureate degrees ideally in one of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree). .
Have at least 4 years of experience in support of government acquisition.
Demonstrated skill in conducting advanced mathematical, statistical, econometric, and other scientific methods.
Demonstrated skill in creating and maintaining databases and working with spreadsheets and complex models.
Demonstrated ability to work in a dynamic work environment and ability to coordinate and perform multiple assignments.
Possess good communication skills, both written and verbal.
Possess a Government or industry standard cost certification. Examples include: CCEA and Professional Cost Estimator/Analyst (PCEA) certifications from the ICEAA, Professional and Technician Level Certifications [e.G. Certified Cost Technician (CCT), CCP, CEP] from AACE International, and DAWIA or DHS Cost Estimating certifications.
Demonstrated capability to work both independently and under the direction of experienced analysts.

Must have an active DoD Clearance at minimum Top Secret with SCI Eligibility No Intel clearances.
